Gymnasty! Rowing?!?! No, you're not on the wrong site. Were using the Rower to exacerbate fatigue. 90% RPE would be a brisk, maintainable pace for a moderate distance, in case you don't know your max effort. Were just looking to elevate the heart rate, and fatigue the midline and shoulders enough to mimic mid wod fatigue. However this does not mean any means necessary. Perform better.
